It can. In PEO arrangements where wages are reported under the PEO account, your organization may effectively move to the PEO SUTA structure and lose the reimbursement election benefit. In client-account states it stays yours. Ask this question, in writing, in every quote.
Can we charge PEO fees to grants?
Generally yes when allocated properly: the admin fee attributable to a grant-funded employee is a fringe or administrative cost depending on the grant terms. Your auditor should approve the allocation method before your first grant report, not after.
