- Talent competes directly with tech and in-house brand teams whose benefits set the market bar.
- Project-based staffing changes make clean performance, layoff, and severance documentation important when client work expands or ends.
Define the recruiting offer first, then compare the actual medical network and design, employer contribution, mental-health access, retirement terms, and leave policy support. Do not infer plan quality or eligibility from the PEO label or agency headcount.

- It reduces it only for the people you convert. A PEO gives you an efficient way to employ someone in a new state, which removes the main operational excuse for keeping long-term freelancers on 1099s. The classification analysis for those who remain contractors is still yours, and a PEO cannot bless a misclassified relationship.
